The SAS specification seems does not specify whether ALIGN rotation is on a per logical phy or on a per physical phy.  I realize that there is no difference at the receiving end since the receiver does not check for ALIGN rotation.  There is a slight issue that there may be a difference on a multiplexed link if this is done on a per logical phy basis as you may get doubles of each ALIGN if both links are sending ALIGNs at the same time.  This could be clarified with simple wording in 7.2.5.1 if it is deemed to be an issue.
