Is there a way to get a list of read speeds for DVD-ROM devices?

The possible read speeds seem to be only reported in the Type 03h performance descriptor, the write speed descriptors. Type 03h is not mandatory for DVD-ROM devices. There seems to be a problem.

Furthermore for the set streaming command on the same drives, what is the host expected to fill in the write size and time fields?
