Proposal 07-058r1 (or r0) does not change the requirements of SSC OFF during
SNW1 or SNW2.  
I agree, we do not want to change that requirement.

Following additional internal discussion, Seagate has no issue with the
timing changes caused by the application of SSC during the OOB signalling.
We do have an issue if SSC is applied during SNW1 or SNW2 with a SAS 1.1
device.
