I'm in the process of putting together a proposal to require the use of Continuously Increasing SEQ_CNT for Class 3 only in FCP-4.

The basic reasoning is to allow for easier/earlier detection of missing Sequences.

Note that IPoverFC and FC-SATA require the use of continuously increasing SEQ_CNT. As such, most if not all current FC HBAs at minimum should have the capability for supporting continuously increasing SEQ_CNT.
