  Review Russ Brown's simulations on OOB detection values.

  TBD's are included for pre-emphasis values for 3 Gbps.
     Is this really a TBD or 20% overshoot & 10% undershoot enough?
     Barry Olawsky will take measurements on simulation boards
     Russ Brown verification of Barry's results to have some values
     based on real data.

  Should the eye diagrams be placed before the tables?

  Table 14 review
     Should Ir be included with Xr?
     Rename "characteristic" column?
     Should reference to SATA without spread spectrum clocking be
     removed?

  Review latest draft to ensure PHY numbers are correct.
